Max Eddy, software analyst for PC Magazine, explains what a [VPN](https://www.pcmag.com/article2/0,2817,2403388,00.asp) is and why it could protect users after the end of net neutrality. Net neutrality regulations are expected to be officially rolled back next month.
Eddy explains in a PC Magazine poll, 32% of people still don't know what net neutrality is. A Virtual Private Network, or a VPN, could allow users to access sites blocked by their ISP.
