They both agree that while the President will be on prompter, it's unlikely he will stick entirely to script. Not everyone in Congress plans on attending tomorrow night's event. Eight Congressional Democrats including Rep. John Lewis (D-MD) and Maxine Waters (D-CA) are boycotting the State of the Union.
