The Empire State is on the verge of joining several of its neighbors in legalizing marijuana for adult use. Governor Andrew Cuomo and state lawmakers have agreed to a deal on new legislation that reportedly would include purchasing and possession for adults 21 and over, licensed dispensaries to open as early as December 22, sales tax provisions, and rules for home growing.
